Dear Customer,
Please be informed that the Customs Authorities in Mexico will
implement 24 Hours regulation of cargo manifest on 1st September
2007 that is similar to the regulation established in the United States in year
2003.
According to this new rule, shipping carriers must provide and
file cargo manifest with Mexican Customs 24 hours prior to vessel arrival of
direct loading port. While the rule only applies for the shipment in transit
(i.e. transhipment) or with final destination Mexico, but FROB (Freight
retained on board) cargo does not fall into this rule.
As such, please note that both service lanes of MAREX and ALEX of
NYK Line would be affected and hence our document cut off would be set at 12:00
noon 3-calendar day prior to vessel ETA direct loading port in order to comply
with the rule. At this moment, we would not charge any surcharge like CDDC but
will subject to further review in the near future.
As mentioned, this Mexican 24 Hours Rule works the same as for
United States, but at this stage Mexican Customs will not send out
"Hold" messages. We will keep you advice once this changes. However,
any late submission of cargo manifest or mis-declaration will be subjected to
possible penalty in destination to customers by the authorities. Taking such
opportunity, we would also highly recommend shippers to submit your shipping
instructions for BL draft through Internet Shipping Instruction function at our
website (www.nykline.com) or on
structured format in an excel or a word for our better arrangement in
documentation.

Customs requirements.
