It has been almost five years that U.S. Customs 24-Hour Manifest Rule
implemented and we thank you for your
co-operation. However, we would like to take this opportunity to draw
your attention that Honolulu Customs makes
their penalty more stricter than current that they would continue imposing
strict control to ensure all bill of ladings destined to Honolulu including
those FROB and in transit shipments meet U.S.24-Hours Manifest Rule
requirements, otherwise, they will start to penalize from minimum amount of
US$5,000 if cargo manifests could not fully been complied.
As pointed out by Honolulu Customs recently, the following mis-declared
items are commonly found from cargo manifest: -
As such, we would like to kindly remind you again please submit all and
complete documents as usual which should consist of following elements.
Required
Data by U.S. Customs

Number of Package: The smallest
visible quantity (inside package) needs to be declared in every cargo item.
However, the following package styles are not
acceptable, such as Container, Pallet, Bundle, and Skid.

Cargo Description: Precise cargo
description and weight of cargo are the must where those generic descriptions
such as ¡§FAK¡¨ (¡§freight of all kinds¡¨), ¡§General Cargo¡¨, and ¡§STC¡¨ (¡§said to
contain¡¨) are not acceptable.

Name and Address: The shipper¡¦s or
consignee¡¦s or notify parties¡¦ or the owner¡¦s or the owner¡¦s representative¡¦s
complete name and address are necessary. For NVOCC, the requirement is down to
every single item of each cargo descriptions.

Dangerous Cargo: Internationally recognized
hazardous material code (IMDG). That is, IMO Class and UN# is required.

Container and Seal Numbers: Container
numbers (for containerized shipments) and seal numbers for all seals affixed to
containers are required.

¡¥To order Bills of Lading¡¦: The identify
Consignee or Owner of the cargo or Owner¡¦s representative shall be provided.
Please be aware that any mis-declaration or non-compliance would lead
to HOLD by Honolulu U.S. Customs that would cost penalty. Whilst please note
that NYK would claim such penalty costs on shipper¡¦s account directly if such
penalization incurred. We would therefore
appreciate your immediate attention as well as your continuous co-operation for
full compliance on the required procedures for U.S. Customs formality to avoid
any inconvenience.
