US Customs and Border Protection (USCBP) – In-Bond Cargo Regulations (2nd UPDATE)

Dear Valued Customer,

The US Customs and Border Protection (CBP) have recently published a new regulation requiring In-Bond cargo moving inland within the US to be provided with a 6-digit HTSUS code, also known as Harmonized Tariff Schedule of the United States (HTSUS)

The In-Bond cargo we refer to is cargo that is destined to the US inland that moves beyond the US discharge port and has not been cleared by US Customs – “In-Transit” (IT-61), amongst other classifications.

It is currently mandatory to provide HTSUS code for cargo under “Transportation and Exportation” (T&E-62) and “Immediate Export” (I.E-63) classifications.

This regulation is effective 27th November 2017 with a flexible enforcement period of 90 days till 24th February 2018.
The effective date has now been extended to 6th August 2018

Please refer to the following link provided by CBP for the advisory on extension of the enforcement dates.
https://apps.cbp.gov/csms/viewmssg.asp?Recid=23218&page=&srch_argv=18-000013&srchtype=all&btype=&sortby=&sby=

In order to meet the regulatory requirements, NYK would like to work with customers to provide the HTSUS code in the S/I during the cargo booking process and prior to loading of cargo.

*We require our customers to provide the HTSUS code for all shipments to facilitate ease of reporting to the USCBP. In the event customers are unable to produce the HTSUS code as required, any delay or costs incurred as a result of non-compliance will be on customers’ account and responsibility.

In order to facilitate provision of the appropriate HTSUS code, please refer to the following website:
HTSUS: https://www.usitc.gov/tata/hts/index.htm
